Tom Burns


Health Policy Consultant

For thirty-five years, Tom has been working in the area of health care. He started serving in the California legislature in 1974; in 1990 he left state employment and became a lobbyist for a pharmaceutical company. He later retired from his position as Vice-President for State Government Affairs, and in 2008 wrote the concept paper that ultimately became House Bills 2009 and 2116.

Tom then shepherded these two bills through the legislative process, managing more than 100 different amendments to the two bills. After session, he attempted to once again retire, but was invited back to the state to work in the new Oregon Health Authority. He now serves as the Director of Pharmaceutical Services.
